That is called pre-***. It is excreted by the prostate to lubricate your urethra (the inside of your penis) and sometimes some of it goes onto the head of your penis.
It is possible the impregnate a woman with pre-***, but the sperm count is a lot lower than in -actual- seminal fluid.
