It could. You should probably see a doctor to work out the options. I know for phimosis that stretching/a cream works, or a dorsal slit in extreme cases, so those might benefit you. I always thought paraphimosis was more a sudden thing that was an emergency not a long-term thing so are you sure you don-t mean phimosis or something? Oh and I dnon-t think it-s linked to PE.
