You are in the early years of puberty, and it-s perfectly normal that you might not be able to ejaculate yet, because your body isn-t making any semen. You can still enjoy playing with yourself, and fantasizing, and you may even have a climax if you-re patient and don-t get tired of playing - it will just be a -dry- climax. As you get older, your body will start making semen; just a little at first and then more as all your glands come on line. This may happen soon, or it may take a year or two. You may find it will be clear and watery at first. Later the milky- or pearly-white color will develop.
at 13 i wouldn-t be worrying about ejaculation you have way more to worry about. remember that you are no wear near fully mature sperm doesn-t even thicken and harden until 16-18 and your penis will continue to grow form 14-22 about 1-7 or more inches. with the growing erections will be semi due to the slow development of blood vessels in the penis, so basically you will ejaculate in a few months or even a few weeks or less everyone is different
