The age when fluid should appear can vary a lot between people. For some this may come earlier than others (no pun intended) Usually around the same time as pubic hair develops and your testicles become larger and in some cases hang lower.
If you havn`t got fluid yet I would not be worried at the end of the day puberty takes time and for some this may be longer than others. You will develop soon enough there isn`t much you can do to rush this.
