Well, you may be just a little too young. You may be stopping too soon (when you feel it coming, rather than continuing to masturbate until it comes out). You may even be having dry orgasms.
My suggestions are that you use some hand lotion to make it feel better, and keep going past when you feel it coming for a few minutes rather than stopping, and see if it actually comes out. It very well may, if not, keep practicing, it will soon enough.

Give it a couple of years, and tone down on the Masturbation, you don-t want to become a premature ejaculator later on in life.
You don-t start ejaculating until after puberty. So it could just be the muscles acting how they would during ejaculation but not actually ejaculating.

you r too young.. I wouldnt recommend u to masturbate at this age though its normal for some people.. Just give it some time till u r 14 or so and u-ll see the real pleasure of shooooot gun!!
